Org. Setting and Reporting

This position is located in the Multimedia Resources Unit (MRU) of the Audiovisual Services Section (AVSS) of the News and Media Division (NMD) in the Department of Public Information (DPI). The Unit provides audiovisual library services and multimedia assets management and web contents, including broadcast-quality recordings of events at the UN Headquarters - meetings, conferences, press briefings, and special events, thematic raw footage, as well as radio and UNTV productions - for its worldwide clientele of broadcasters, independent producers, UN Permanent Missions, UN Offices, and other professional users. The Audiovisual Library manages a unique collection of current and historical films, videos and audio recordings and preserves those historical recordings of United Nations for future generations.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

 

? Provides services on audiovisual library and digital archives best practices including: needs and business process analysis; organization and maintenance of digital media and information assets; multimedia assets access, preservation and disposition; and multimedia management policies and procedures, with an emphasis on multimedia contents management systems and solutions applied to news and media production.

? Researches, analyses and evaluates new applications of information management tools to audiovisual archives and records management and makes recommendations for their deployment.

? Manage projects related to multimedia assets management, digital archiving, multimedia website design and maintenance to comply with Departmental polices related to multilingualism, accessibility, branding and contents management best practices.

?Develops detailed substantive functional requirements and standards from the digital assets management perspective and user documentation for new platforms applied to news and media production, distribution, promotion and archiving workflows.

? Prepare training manuals and materials for news and media clients in order to comply with Departmental strategies, policies and procedures.

? Initiates and sustains professional relationships with key constituencies, specially news and media producers, editors, broadcast engineers, UNTV directors, as well as external vendors such as audiovisual archives service providers, digitization services, among others. Understands, keeps current with and applies preservation techniques and strategies for records in all media. Ensures that the Unit’s storage facilities meet environmental standards.

? Manages archival processing activities by overseeing adherence to preservation, international bibliographic, description and database standards; produces descriptive inventories; prepares mark-up of descriptive inventories for electronic dissemination; and makes recommendations regarding the planning and prioritisation of preservation and description programme requirements.

? Performs and supervises reference functions by advising internal and external users about records holdings and accessibility; maintaining communications with other information management networks and records and archives specialists; supervising retrieval and reproduction activities of General Service staff.

? Participates in developing client outreach strategies and in their implementation. Conducts programmes of outreach and user education to improve client use of multimedia information management resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach.

? Performs other related duties, as required.

Competencies

? Professionalism: Knowledge of information management, archival, record keeping and record disposition. Knowledge of the full range of information and multimedia assets management approaches, tools, and methodologies applied to audiovisual archives and library domains. Knowledge of digital media life-cycle and workflows covering ingestion, technical processing, metadata maintenance, distribution, and archiving. Knowledge of electronic data maintenance, including appraisal, conservation and migration management; records preservation and description. Ability to conduct research and provide recommendations on information management trends. Ability to demonstrate conceptual, analytical and evaluative skills and conduct independent research and analysis, identifying and assessing issues, formulating options and making conclusions and recommendations. ? Education

Advanced university degree (Master’s degree or equivalent) in archival, information science, library sciences, multimedia, social science or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required. Experience with audio-visual archiving, multimedia assets management, or related fields, is required. Experience in digital management systems and service solutions, maintenance and support of multimedia website support and maintenance where audio, video and photo are the primary contents as well as web-based distribution systems, tools, methods, and procedures, is required. Experience is multimedia digital preservation methods, standards, tools and procedures is desirable. Experience in project management, such as PRINCE 2, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified applicants may include an assessment exercise and a competency-based interview.
